This is from Spain 1873 Carlist Stamps. They have 17 to 23 dots and lines on the lower right spandrel,just above the rl.1. There were reprints of these. The original has 23 dots and lines in the lower right spandrel. The first reprint has 17 to 20 dots and lines on the right lower spandrel. I've posted the one I have.
