Cover With Slanting Surcharge?

Here is a new cover which I thought was sort of nice--a registered cover from St Johns East End to England in 1929 with Newfoundland block of 4 of #160 with the red surcharge...

Then I noticed that one of the stamps (the upper left) is a variant where the C of Cents is below the T...quite noticeable to the others. This variant is 160iii in Unitrade and NSSC.

However, the bottom right stamp appears to have a slanting up surcharge. This variant is in the Walsh/Butt NSSC for those of you who have the catalog, it even has a photo. What do you think? is this a slanting surcharge? I'm not sure.
