Most of the first twenty or so Fezzan stamps - mainly overprinted Libyan issues that appeared in 1943 - tend towards eye-wateringly high CVs. Needless to say, I have none!

generally any stamp from the issuing entity is OK, regardless if mint or used, but advanced ASFE collectors do also development - political and geographical. Then the stamp must be from certain period.

From my perspective, there really shouldn't be any concern about defining what a "country" is. I always use the term "stamp-issuing entity." From there one can decide which entities to include. I really dig that Tierra Del Fuego local and would probably include it just because I like the stamp. Wish they had issued more values or designs.

shermae - I guess I will be provocative (all in fun discussion of course). How do you determine a stamp issuing entity? There are lots of lists out there, and they are inconsistent on how they determine it.
