If I am not mistaken you had another thread on something similar! If I look at the 5 cent stamp, even the printed part is larger. I have a feeling these stamps were printed by different printers, maybe even different printing techniques?
During the life of the Centennial series of stamps, Canada switched to the metric system of measurement (I am not sure of the exact date). All stamps printed after the conversion date were resized (slightly smaller) to fir metric measurements.
The #458 is perf. 12, the #459 is perf. 10, and the #543 is perf. 12.5 x 12.0
The 5c is CBNC, the 49c is BABN, the #543 is BABN
CBN - Canadian Bank Note Company; BABN is British American Bank Note Company
A copy of the Unitrade Specialized Catalogue of Canadian Stamps is an invaluable reference on many levels. Even if you cannot afford to buy a new copy (about $40) an outdated copy will still give you lots of great research information.
