This is a German occupation stamp in Romania. Since we know the stamp is 15 bani, why would there be an overprint of 15 bani. What was the reasoning behind this? Was it to show authority? I'm just guessing.
The original value was 15 pfennig and the new value was 15 bani. Though the numbers just happened to match on this particular overprint, there were others in the set where the values didn't match (25 bani on 20 pfennig, 40 bani on 30 pfennig).
Here are two different versions of the German occupation overprints of Romania on postal stationery. The first is a usage of "M.V.i.R" used between 1917 and 1918 and the second is the later usage of "RUMANIEN" overprint in 1918.
