Rod, yes we use "Ambulant" to refer to TPO (railways, etc)
In the Belgian case this "Ambulant" should be understood rather as "travelling" or "in transit".
These are a few examples where this postmark is used to "kill" any stamp which was saved from being cancelled in the initial post office:
