Never seen anything like this - darkened it a bit to get better contrast. Is it a stamp? I don't know - it is the closest thing to one that was on the envelope.
It's similar to current postage meters from China. The denomination is normally located where that 12-digit number is printed. The on-line International Postage Meter Stamp Catalog notes these labels, and guesses they may be used for bulk mail processing.
I got this one in 2012 so they have been available for a year or so... I never did discover the name for this type of perforation and the closest I'd guess would be "syncopated perforations" as with the ones on eliptical security machins.
