Tempelmark? What Is It?

I picked up three stamps with "tempelmark" indicated on the top, with no other country designation.

I went to ebay and found one similar example for Estonia (mid 20s).

In looking on the net, the sites given are in non-English and I can't decipher them.

In looking at Linns Identifier, I came up with nothing.

Anyone out there know what "tempelmark" means, and/or what countries used that name?

I know that "stempelmark" more or less translates to "revenue stamp" in Germany and some related countries...so I would assume that tempelmark is similar and that it is from some country close to Germany...linguistically, culturally, and geographically...
