Nepal. It's actually sideways -- rotate counter-clockwise by 90 degrees.

Your stamp is from the 3rd series (1935 series).

Nepal #39(1935) in the Scott catalog.

To distinguish between the first 3 series, note that the 2nd/3rd series has 9 characters in the bottom panel (of course, you do have to have the stamp oriented in the right direction). Your stamp does have 9 characters. Then look at the bottom corner numbers to determine whether "1986" or "1992" (Nepali calendar, which differs from the Gregorian calendar by 56-57 years). Your stamp has "1992" and is green, therefore #39 (4 pice).

The year shown in these Nepalese stamps is according to the (Vikram) Samvat calendar, It was widely used throughout the Northern Indian region. If you look closely at the bottoms of the central ovals in this sheet of the Jammu ½ and 1 Anna stamps,



you'll see the date '1923' VS, which corresponds to 1866 - the year these stamps were first issued.
