I do not have this stamp in hand to make a scan or take a picture of it, so I hope I can explain it and see if anyone can tell me what it is. This stamp say Post Office Department United States of America Officially sealed by and then initials of the person. There is also a face in the middle of the stamp. I'm sure it is not an official postage stamp but what kind of stamp is this?

Sounds like a Post Office Seal stamp, listed in the Scott catalog (catalog prefix "OX"). These stamp designs with the face in the center started in 1877 (OX1) and the last design was printed in 1969 (OX40).

Is it black and white and all letters? Same size as a regular definitive stamp? Or is it very large because it could be a damaged letter seal too possibly?

As orstampman stated, a Post Office Seal stamp, and its intended use is illustrated on the envelope at lower right in the photo. John

They are (were?) used by the postal service to seal a letter/envelope that has popped open somehow during transit. The one you have is of no value. I have one of those too, only it looks like the second one in the fourth row.
