I wasn't aware Canada Post put plate blocks on "day of issue" covers...I thought when they had 4 stamps (block), it was just the stamps alone..??...Or is this normal..??

I've seen them quite often and it's normal.

You are talking about CP. Whatever configuration you pay for they will stick on a FDC envelope. PB, BK, SN etc.

They will also attach the singles of a set if you wish. Almost any configuration.

I'm pretty sure that Canada Post now issues a maximum of only six possible kinds of Official First Day Cover: single (product code 121, 131, or 126); UL, UR, LL, LR plate blocks (product codes 122, 123, 124, and 125 -- only for issues that are from panes of stamps, which are product code 121); and combinations or souvenir sheets (product code 126, 131, or 144). You can no longer get blocks other than plate blocks; you can no longer get pairs (except se tenant-like pairs, but that's a combination).
