Australia is the driest of all continents and has experienced bush fires over the millennia. This 1999 stamp of Bolivia honors the Bolivian Red Cross and the Geneva Conventions of 1949. Red Cross trucks are shown delivering aide to the earthquake victims of Aiquile, Bolivia. The earthquake struck on May 22, 1998.

From nytimes.com, "80 percent of the homes in Aiquile were destroyed. The roof of the Aiquile hospital caved in and a landslide blocked access to the town. Radio reports from nearby Totora indicated that the city was largely destroyed."
On November 16, 1992 the Philippines issued 5 postal tax stamps to aid those affected by the Mt. Pinatubo eruptions of June 1991. The following information is quoted from Philatelic Phillipine Philatelic Journal, vol.XXX no.2, second quarter of 2008, page 6.
"As part of the nationwide campaign to aid the victims, in November 1992 Pres. Ramos issued Proclamations 64 and 64A that placed a surcharge on all types of mail (25c per domestic mail & 1 peso per international item) to operate from 16 November 1992 to 28 February 1993 - 105 days."
However, a businessman in Manila sued the government and the tax was only effective until Feb. 1, 1993.
Again, from the Phillipine Philatelic Journal. "Subsequently, the stamps were reissued on June 14, 1993 and used for regular postage until exhausted."
Here is the 25s stamp. I don't have the four 1 peso stamps which are the same format and similar in design.

During 2 days in January 1954 in the western Austrian state of Vorarlberg, avalanches killed 125 people. A stamp was issued on February 19 1954 February with surtax added to aid the avalanche victims. On short notice Austria Post modified a previously issued defintive Scott 479 overprinted it and issued Scott B287
In the night of 31 January to 1 February 1953 a combination of a high spring tide and a severe European windstorm caused a storm tide of the North Sea. The floods cost more than 1830 people in the Netherlands their lives. Over 320 people died in the United Kingdom and 28 in Belgium. On the North Sea, an estimated number of 220 people perished, including 135 who were sailing on the MV Princess Victoria.
On 10 February 1953, the 10 cent value of the current 'En Face' permanent series was overprinted with a surcharge of 10 cent for the national disaster relief fund.
