H M Commissioner In Anguilla?

Can someone explain why this Anguilla stamp (and others of the 1970's) is inscribed H M Commissioner in Anguilla?

As a British Colony stamp issued with authority of Her Majesty in Anguilla. In other words, the colony did not have stamp issuing authority.

This was to distinguish them from the previous Anguilla administration. During the "Hm Commissioner in Anguilla" period, the country was under direct British control via a British Commission.I believe this lasted until 1980 with the separation of Anguilla from St.Kitts, Nevis.

Thanks for the replies. No matter what the administration, I just thought it odd to put that full inscription, rather than just plain Anguilla.

I just checked Scott Catalog and the first H M Commissioner in Anguilla stamps started November 29, 1971 (Scott #132) and the last was issued Mar 2, 1981 (Scott #433). Plain old Anguilla was resumed with a Disney issue on March 30, 1981, starting with Scot #434.
