Attached scan shows second issue 10c in black on ivory or off-white paper. It does not appear in Scott.
What am I missing? is it listed in Yvert?

There's a note in Yvert that the above stamp on black at the 10c. value is from the 1918-23 series for Algeria.

Battlestamps is correct. In the Ceres catalog, it gives the starting year of the Algerian set as 1899. I do not know why there is a difference in starting date.

The 10c stamp comes in 4 different types -- you have Type I. Type I was printed on 2 different types of paper (white or yellowish). Ceres Algeria Parcel Post #2 if one yellowish paper, and #3 if on white paper.
