Yes - a museum apparently. The postage is pre-decimal 10 1/2 p - which may give you an idea of the time period, assuming this was first class postage paid. Also check catalogue - may be an FDC.

Predecimal? With a "p " for pence? It's from de dog's issue of late 1970's or early 80's.

The stamp is from the DOGS issue of 1979 (s.G.1076).
The slogan postmark reads "National Postal Museum/ opened by/ HM the Queen/ 19 February/ 1969". So it is a decimal stamp with a slogan commemorating an event in pre-decimal times

A better example of the slogan cancel is shown here:



Note it's for the 10th anniversary of the National Postal Museum which explains why the postmark is dated "1979" when the slogan cancel reads "1969".
