Here is more printer waste for this Italy stamp . It is called printer waste in the Scott Classic .But these stamps have a much more interesting story than to just call them Printer Waste. I have the monogram written 65 years ago by RIGON, it tells a different story .

Michel lists two counterfeits (to defraud post) and these two have huge CV:
Naples (Napoli) and Rieti & Aquila.
Googleing I found some information about these postal forgeries:
`According to the book: 'Postal Forgeries of the World' by H.G.L. Fletcher, a postal forgery exists, but it does not resemble the above forgery (this postal forgery has a very long upper part of the 'T' and 'E' of 'POSTALE').` Scroll down:

WADMALATZ ----I know of four copies of the postal forgeries {to defraud post}, it is a unused tied to a piece with a Enzo Diena certificate {1989}, two stamps on one piece with a c.d.s. of Aquila {17.12.63} sign by Enzo with cert. ,then again two on a piece dated 18.12.63 sign with cert. from Enzo . Also a damaged copy with a wrinkle corner with a c.d.s. of Aquila dated 29.11.63 again with a Enzo cert.

another black forgery, this is a block of four overprinted twice -----In 1949 a Mr. RIGON wrote a monogram published in Italy about these forgeries and claimed that these forgeries were dumped at a paper mills recycle dump . They were 'saved' and sold to or give to a philatelic newsletter or newspaper that in turn cut them up into blocks of four and send out to their members .That could explain the many blocks of four that you find often of these forgeries .
