the top of the 7 is 1mm

the letters have serifs

the top step is thinner than the bottom step

No. This is a 195. Its Scott Type I because the two base plates have the same thickness. The top "step" is not what is referred to as a base plate in Scott. In the 195c or Scott Type II, the second step from the bottom is thinner than the bottommost step.

For examples of What these two types look like see my earlier post (link below). Note, in the post below, I refer to Michel Type II and Michel Type III, which are equivalent to Scott Type I and Scott Type II, respectively.
