Could someone refer me to a source for the US Postage rates during the period 1851-1875 including registered mail please?

For example, is this correct usage on this cover attached now for sale on ebay?

I cannot but you will certainly have a spot-on accurate answer provided by one of the experts at Richard Frajola's site. (rfajola.com)
If you show this cover, a real dandy I would say, someone will give you what you need to know.

Well, FWIW, as of 1855 the single letter rate for letters from the US to Victoria via British packet was 45 cents ("US-British Mails to Australia, 1854-57" by James C. Pratt in USPCS Chronicle No. 130, May 1986).

The rate on that cover was 45c for British Mail via Marseilles. If you're interested in Pre-UPU US foreign mail rates then you need a copy of the Starnes book.

That being said, I would strongly suggest that you google the seller's ebay user ID before you contemplate bidding on that cover. It's on my watch list but I have no intention on bidding on it. I have serious doubts as to whether or not that cover really looked like that in 1862.

Again, the stamp community came through beautifully for me. I've added Richard Frajola's site http://www.frajola.com to my favorites and I've purchased "The Starns Book" (United States Letter Rates to Foreign Destinations: 1847 to GPU-UPU") on Amazon.

To billw2, I would NEVER buy anything expensive from this seller without having "the other billw" certify it. You all know I'm talking about Rushmore_bargains and our own Bill Weiss.

There's a really interesting article about the return of most of the priceless Starns collection I found on the net. I was not aware most of the collection had been recovered as a result of a sharp eyed ebay collector several years ago.

It appears that the site is only a banner that reads it only read "BUY Frajola's as your website name!" banner? It seems odd because the date of the post is only from Dec. 18th 2014??
