At some time after the war, Belgium reduced postal rates by 10%. Stamps for the new rates were produced by surcharging existing stocks by applying the "-10%" notation. There is a thread about them on SCF somewhere. I understand there are hundreds of varieties of the overprint. In fact, there is a catalog devoted to them, but the name eludes me right now. I have a few of these stamps in my collection.

I don't know much about these Belgium stamp overprints as that's not my speciality. Nevertheless, you may be interested in reading this previous thread on the subject:

I found this in Scott as Scott #366. My 2000 catalogue values this at $1.50 USD for single mint stamp. The set of 3 stamps (365 - 376) was issued in 1946 and the surcharge on your stamp matches what was listed as the government issued surcharge. Scott does mention that each post office was also permitted to surcharge existing stamps on hand and various types and sizes may exist. The surcharge could be in black or carmine. Per Scott, the "-10%" surcharge was to support denominations created by a reduction in postal rates.
