Hello, Would this be considered a foreign cover? Any info about it is appreciated. Closed, as viewed here, it measures roughly 8-5/8" wide X 12-3/8" high. When opened, (it opens like a book) it's double the width. It also has a second crease line for folding it in half the tall way.

My guess is that is a blank financial or legal instrument (such as a certificate, or property deed) - rather than something postal. Which is not to say it is not without value.

Blank civil court document, imprinted revenue.
Puerto Rico (or other former Spanish colonies).

It's "Tax paper" from an Spanish colony (Cuba, Puerto Rico or Philipines). The arms of the left, are those from Spain.

In the U.S., this type of material is often referred to as "revenue stamped paper."

Over the centuries, many countries have taxed financial instruments and transactions, including deeds, contracts, even checks. Sometimes you will see a revenue stamp affixed to a contract, or embossed on a document, or, like here, preprinted on the document's paper.

Revenue stamped paper was convenient, easy to track, and difficult for an employee to steal and turn into cash (compared to stocks of revenue stamps).

Thanks for the input on this. Just to clarify, I see it's almost a dead ringer for the court document in the link Wadmalatz posted, yet I also see it called Tax Paper. Are they one in the same?
