Nice donut there partime..Find some more and we could argue whether it is a constant or not.

I think this type of a flaw is called a "Hickie" variety. It is usually caused by dirt or some kind of foreign material on the plate when the stamps were being printed.

I have a few Canadian stamps with this type of flaw.

Definitely caused by a spot of dirt on the plate. Not constant, but might appear on several panes before it disappears.

Yes, I think it is a donut/hickie/dirt/etc. It is surely not a constant, though I thought it was interesting and in a good location to get a mention. Those donuts out in the middle of nowhere are also common, but not as much fun.
