Your stamp is not 14b. Scott 14b Deep Rose is the first printings and is a Dark Shade. You can check the perf, too. Scott 14b is perf 11 3/4 on all sides. I do have 14b and will scan on weekend to show the difference.
It does seem odd that it was canceled twice. Which was first? The pen or the barred oblitorator? Not sure what that cancel is called, but I'm sure that it has a name.
Most of these stamps were used for Printed Matter so pen cancels are quite common, especially in the smaller Post Offices. Here is a Deep Rose strip on a news wrapper. There is almost a wine colour to it. Keep on looking though because these stamps are out there and many do not know the true shade.
