Could be a product of the G.F Rapkin Company - G.F.R London They made "Peerless Series" stamp products like peelable hinges, stamp wallets, etc.

Prangnell Rapkin still make albums, although they're rather hard to find. I have various old springback and mult-o-ring binders from them. In general, higher quality than you get these days.

Thanks. This has been helpful. I am going to purchase the one I found. Looks like a leather springback binder with gilded hinged pages. I will post pictures when I get it. Hope its condition is a good as it looks.
