They are from Japan. The chrysanthemum is one of the identifying features on older Japan stamps. I don't have a catalog handy, so I can't provide issue dates.

Right stamp is #97 Violet-brown 1899-1907.

Left stamp is Gen Togo #331, brown-lake 1942-1945
