Canada Post Corp - Proclamation Day Cover - Anyone Seen One?

My father was a Letter Carrier for awhile in the 1970-80's and he got this from the Post Office. This was given out to certain employees the day that Canada Post became a Corporation.

Has anyone seen oe of these? I wonder how many there were. It comes with a letter, a book and a large cover/holder.

The only information I have is that it is Page 598 of the 2015 Unitrade identified as S04 valued at $10.00, but the quantity is left blank. I do need one for my collection.
