It says
DEPOSIT......
DUTY.....
EXCESS.....
and it is a custom house marking from San Francisco. Fairly common on various $1 stamps, and also on 25 and 50 cent stamps as well.

Off and on over the course of several years, I've spent way too much time trying to identify this cancel. I thought maybe it was "(Somebody's) Steamship" but never found anything close. Any ideas?

This is "APPRAISER'S STORES", also a custom house marking. Somewhat less common then the Deposit Duty marking, but still found fairly often.

Wow. Thanks, Bart! I'm so glad you recognized it. I must say that I've seen "Deposit...Duty..." a number of times over the years but never "Appraiser's Stores."

It adds about $15 over the basic value of the stamp.
