Waterville, Me, Fake- Interpreting The Fakes Catalog Quest'n

I have the following stamp which most closely resembles an L-3 Mimeo, except that the space between the lines of text is too wide. I ran to my new copy of the Fakes catalog ... and found the following incomprehensible comments. Can anyone explain.

a) a pic of a stamp just like mine with "?" underneath it.

b) a pic of a Classic 1c Franklin with what looks like a genuine L-3 Mimeo precancel on it, with (underneath the picture): "Genuine 204 ? STUDY"

Is the "204" a typo for "L-3 Mimeo", since it's obviously not a 204?
And does the rest mean that the 2c black Harding is not definitively known to be fake and needs further study?
Or am I misinterpreting, not for the first time?

A little frustrated as this is my first foray into the Fakes catalog and it has just confused me more.
