OK, Four 1916 Red 2c George Washington's 3 on letter posted 1916 Sep 18th 9Pm from Washington D.C. sent from The national correspondence institute Department of civil service examinations Washington DC.. Please tell me what you guys/gals think having a hard time finding or not finding what should be there question is are they RARE!"" for some reason I'm not able to upload a pic from my phone it says its there fingers crossed if not please tell me if I have to upload on computer?? Help!"!

These are perforated gauge 10, so Scott 425 if single-line watermarked or Scott 463 if unwatermarked, neither are uncommon. On the other hand, since you mention 4 stamps being affixed, the rest of the cover would be nice to see, to determine if overweight cover, foreign destination or different service than just first class mail.
