1946 Revalidado Overprint Stamp - What Is This

Hello,

So sorting through some stamps I found something that I could not find on ebay ( ebay has been my main go-to place for stamp identification). I also did a basic google search. I searched this forum There is no hinging on the stamp, looks good minus a perf crease. I can't find anything about this stamp. What is it and is it worth anything? I know generally something that new has no value, but this stamp stood out from the piles I've been digging through today.

Possibly a Venezuela Bolivia revenue stamp.
