Well looking back at the receipt was interesting. I insured it for $100, but there is an "Article Value" of $100, and above that an "Insured Value" of $46.09.
Where the heck did that come from? So the USPS charged $18 for super secure mail but then basically could not guarantee delivery to Germany, and inconspicuously limited their risk with some code. So they collected $18 to provide $46 in coverage?
Well now I know better and would use global express with delivery confirmation. I did frank this letter with the new invert Jenny's so I am sure it drew all kinds of interest for a thief, or the recipient did receive it and lie since he might have been able to do so. The seller was very difficult to work with. He basically shipped XF items with very poor packaging, and they arrived FVF bumped up for jostling about half way around the planet. Rather than compensate a fair partial refund he said I could deal with german post for a claim or he would give me a paltry $8 to keep the damaged items. He took no responsibility, so I said well instead of that I will just return them for refund. Of course,
ebay claim process on 6 items is a nightmare and feedback could not be left it turns out after 90 days, but
ebay did refund me on one claim so all said this cost me a $30 loss. Evidently even though it had tracking as
ebay required, and
ebay has a buyer protection money back guarantee, I was still at a loss even
ebay swerved when item was lost.
I don't think USPS should charge for service it has no ability to guarantee.
Thanks all for the input and I hope this helps others know to beware USPS registered mail policy outside of the USA.
