From the Scott Catalogue and other sources, I find that these stamps are always surcharged. E.g. post horns or "besa." I have three with no overprints. Uncancelled.

What are they?

Your three stamps were never completed, so to speak, and were never released for postal use.

That was my conclusion.

I have some others. They look to have incomplete overprints. I suspect forgeries...that weren't completed.

Coming back to stamp collecting after being away for years...this is really fun.

I don't know if Albania ever really settled down until after World War Two. I think one finds a lot of odd things in their stamps in the early years.
