This Milford Twp, Somerset County oddity, a pair, one without denomination, came from the Hubbard state revenue stock. At one time we thought Bert was up to his usual shenanigans, but the underlying stamp was an issued coupon stamp that in the 1980's and 1990's was applied to relevant property transfer documents and the Recorder of Deeds Office filled in the exact amount. This eliminated the application of large numbers of stamps to the deeds. Hubbard obtained a substantial stock of these by paying one cent per stamp and the recorder of deeds filled in the denomination with a felt-tip pen. In this case one stamp did not get a manuscript date. Just an oddity that Bert I am sure thought someone would pay a substantial amount for his 2¢ investment.
