Another option for sellers is to "self-insure" or use a 3rd-party insurance policy to protect against loss rather than erlying on eBay/PayPal's seller protection policies or the postal system's usually incredibly high insurance rates.

The eBay/PayPal policies are what they are. Forget what is "logical" or "right". If you sell on ebay, you should know that you need to provide proof of delivery or risk nonreceipt claims. If you cannot handle that requirement, then international selling is not for you, and you should probably adjust what and where you sell accordingly.

Agree with Revenucillector. I just recently researched one of the third party insurers and there are only a handful go countries they won't cover. Better to turn off a few buyers who balk at paying to insure their shipment than to send stamps they claim "never arrived." Net/net it puts you in a better position.

Looking at it from a buyer's perspective, if the buyer paid for something but didn't get it, why should the buyer be the one to take it in the shorts? If I paid for something, I want the item I paid for or my money back. I had an order once that the seller shipped to me with tracking, then it disappeared somewhere along the way. I could see the seller shipped it, but I still asked for my money back because I never received the item I paid for. The seller needs to carry insurance if they can't stomach the occasional refund out of their own pocket.

I only sell cheap items and ship without tracking, but non-receipt claims still irk me. But what do you do? As other said, ebay is going to decide against you and take the money, anyway. I used to always ask buyers to wait another week or two to see if it shows up, but (surprise, surprise) they always said a week or two later that it still wasn't there and I had to refund them, anyway. Now I'll usually just issue a refund right away, block the buyer, and move on. If the buyer happens to be from some small country I've never sold to before, I might just block the country as well, depending on the country.

All the problems here are why some sellers in USA & Uk now use the ebay global ship program. The upside for sellers is everything's protected & tracked & the tracking shown on ebay. The downside is $18 - $46 to get a stamp sent international is a big put off for buyers. As a couple of others have mentioned they have blocked certain locations due to to many problems. As I have been in the selling game I have done the same thing. I would not block UK or USA / Europe as these are the biggest selling areas. I still sell to Russia where some sellers don't. I don't send to India / Africa / Thailand / Malaysia / Indonesia / Sri Lanka / China and a few others due to to many mail losses in those areas. Its nothing personal its just not worth taking the loss every time. However I have still sold to Indian & African buyers who have agreed to pay registered mail or ship the items to one of their friends in UK first.

I've actually had good luck shipping to Sri Lanka. I have to admit I was apprehensive the first time I shipped there, but I've probably sent a half-dozen or so shipments there over the last 6 months without any issues.

jimjamtwo.

The cost of mailing international should help on top of restricting countries.

$5 for mailing and packing + cost for proof of delivery entered into every listing and you will be covered if I have it right.

Had a person from Poland up me because I will not let him bid. I replied that the mailing system looses a lot of expensive mail in Europe. He replied Europe has the best ever mailing system. I replied if it is not the mailing system then it must be......Have not had a reply!

KGV Collector -------Back in the 1970's One guy set up a newsletter for stamp dealers who advertised in all the stamp journals, I joined for $15.00 a year for four mailings .The newsletter was clear that it was not to say who was good or bad . It only posted notes from its members who had problems with customers who answered their ads . It had people who bounced checks, stole items before returns , and addresses that claim no delivery. It even had address of prisons .
The newsletter never gave opinion ,but posted each stamp dealers own claim and left each member decide if they wanted to do business on their own . After receiving the first newsletter ,I was surprised how many of my bum customers were on the list all ready .
The letter lasted two or three years and I saved about 6 or 8 mail orders by returning their checks with a note ,that I sold out of what they ordered .

I would like to update this thread by informing everyone that the buyer, SVETOZAR PLESNIK, who made the first allegation of non-receipt against me made exactly the same allegation about two weeks later about a second item. In other words, he claims not to have received items from me TWICE IN A ROW. This is, of course, simply incredible.

What is even more incredible is that I received a message from ebay this morning stating that they had decided in the buyer's favour. Thus I have lost the stamps in question as well as the payment for it.

This is despite the fact that I was able to provide proof of postage:



This result is absolute confirmation that ebay is an unethical conspiracy against sellers.

I would encourage other ebay sellers to block this buyer - his ebay ID is splesnik

That is ridiculous and unfair you should call and speak to paypal about it and see if they will rule in your favour. I have had this before with a registered letter and feedback positive left buy buyer, he then raised an unreceived item case yet ebay still sided with buyer. Can I have the ebay members ebay id please I want to block him?

No, ebay has policies for seller protection, and since you don't abide by them you are not protected.

ebay requires proof of DELIVERY, not proof of shipment. If you don't have tracking showing delivery, ebay and PayPal will rule against you 100% of the time. Proof of postage or certificates of mailing are useless. They mean nothing to PayPal or ebay. Any seller who bothered to learn the rules would know this.

Yes, shipping methods that are cost effective for stamps usually don't include any methods that offer tracking. That's one of the hazards of the trade. You should realize this and know that eventually an unethical buyer is going to get you. It inevitably happens.

You just happened to be unlucky enough to get a scamming buyer that hit you twice within 2 weeks, so I am assuming that the second item was shipped before you had to refund on the first item. Once the second claim was raised, I hope you blocked that buyer. That is your only recourse against future losses to the same scammer. You can't do anything about the ones in the past; those are water under the bridge.

Buyers have protections against fraudulent sellers. Sellers do not. It's up to you to protect yourself.

Thanks jimjamtwo I blocked him I also suggest all sellers on here block him as well. Hes an online thief trying to get stamps for free. I think ebay / paypal should wake up to some of those bad ebay members like him who raise multiple items not received cases on sellers and they should be limited to the number of time they can open a case. Personally if the first transaction goes down south with an ebay member claiming item not received I would block them straight away.

duncanvr, revenue collector, I would have block this seller from buying more items from me the first time, but the second item had already been sent before the first case against me was opened so it was not possible to do so in time.

revenuecollector, it's not possible for me (or any seller) to provide proof of delivery unless the buyer has paid for 'signed for' delivery. Buyers will only do so for high value items.

I do not agree that unethical buyers should be part of the 'hazards' of selling on ebay. Quite simply, this is a case of theft (from me) in which ebay actually facilitates the act of theft. It decides when an act of theft is permitted.

This is flagrantly the case here as the same buyer is alleging TWICE not to have received items from me. How could ebay not smell a rat? But they're saying, no, it's OK for you to steal from X because X can't do anything about it and anyway you're more important to us than he is, even though you're probably lying about not having received one or both items. Who cares? We don't lose a cent.

Surely it should be illegal for any business organisation to function in a way that facilitates theft. In my book, facilitating theft is as much of a crime as theft itself.
