Are Stamps Produced For Training Considered Cinderellas?

I believe there was a catalog or book on these, written by a guy who I think is from So Cal whose name escapes me at the moment.

It's not clear from that listing whether the catalog includes any kind of valuation or rarity information, or is just a comprehensive listing.

Sorry wrong book but correct author. The book is College and School Stamps. The Bank and Savings Stamp book covers different Cinderellas.
