Good Day to everyone. I received this from a vendor however he had no information pertaining about it. Since I am a lincoln collector, I wanted to have this part of my personal collection. I expresses Happy New Year envelope with snowflakes on it, and on the far upper right hand corner, has 1942 Scott 906, unused, below the stamp expressing Lunar New Year, Unveiling Celebration Chinatown Station, Philadelphia PA 19107,November 8,1995. Inside the envelope had a block of 4 mint stamps of the Scott 906. The back of the envelope was not sealed.
The question I am curious about if anyone knows if other printings were made for other Chinatown locations in the USA for this lunar year celebration or was this just for this specific event? I have no idea what the Chinese writing on it either translates at all with the ink stamp, but it has an emblem of the US with a 27 cent surcharge. I found it interesting that a Chinese Resistance Issue stamp from 1942 was placed on the envelope. I don't know if this is an unique envelope or not.
Any information would be appreciated. Thank you for your assistance.

Unique or not, its value is around $1. Adding the 1942 stamp makes it doubly philatelic. More than likely there are more lunar year covers with Chinatown postmarks and the best bet to find them is to search dealer's dollar cover boxes.

Thank you for your response. It was not about the monetary value of it. The block of 4 stamps inside found in mint condition was worth than 1 dollar. Eventhough, not high value, it was very kind gesture whomever left it inside the unsealed envelope. I was curious if others had seen this from other areas around the US as a series of them for the Lunar Year.
