It is a private overprint on a tax stamp. I suppose you can call it a precancel, although it was never intended to be used as a postage stamp.

The revenuers tend to call these printed cancels. Indeed they were canceled before being placed (in this case) on a pack of cigarettes. In the 1956 FIPEX international show in New York City, there was a Precancel Class and the late Morton Dean Joyce showed the Dr. Kilmer combination cancel and I.R. overprints (now listed as RS307-315) in that class.
