It appears to be a poorly applied roller cancellation. Likely done in a hurry with the upstroke fairly straight but a curl on the downstroke (or vice versa).
I think there are two different postmarks happening here. One is a round multi-ring, I can see the A of CANADA. There seem to be 3 or 4 strikes of this. Gone postal ?$%#*
The 2nd postmark is the straight lined roller cancel. Guess the stamp was on a parcel of some kind.
