Sc 64-67 Forgeries. The frames are slightly cruder than the real ones. The colored centers are slightly darker shades than the real ones besides being shifted. And the gum looks to have been applied with a paint brush. What appears to be damage on the one block seems to be a real thick offset.

Do these stamps have a value that would prompt someone to forge them?

I think they date back to 1919/1920 when the originals came out. The originals were valued at 10kap, 25kap, 35kap, and 1Ruble. Not sure if they were made for the philatelic market at the time or for actual local usage. Latvia was still picking up the pieces from WW 1 and becoming a newly independent state so there may have been a local market for them. The forger is assumed to be Siimson & Kull. Here is a link to a side by side comparison http://stampforgeries.com/forged-stamps-of-latvia/ I picked them up simply because they were forgeries. I've never seen them offered that often. Value wise I guess it's whatever the collector is willing to pay which for Latvian stamps is usually more than the real ones. The real ones have a CV or $2 hinged or $5.75 MNH.

I suspect that many of the early ones - as with Estonia - were made for the stamp packet trade. Imagine a young KGB's joy, relaxing with his stamps after an exhilirating morning riding the surf, at finding such exotica from distant lands in his Woolworth's stamp packet ...

JOHN ----Your blocks did not come from the forger with that brown brushed on gum ,somebody did that years later to make a MNH set . The forgeries come with the white gum same as the originals . I have both the originals with white gum and a set of the fakes also in clear gum .
