Victoria Fiscal Cancellations?

Moving some Victoria stamps into my Palo Australian States album, and came across these. Are these both fiscal cancels? I'm quite sure the one with the hand-written date on the six pence is, but not sure about the "R" on the five pence.

The R on the 5d. is a postal cancellation, used in some offices on Registered mail,

Te other is fiscal,

That is what I had hoped, since I was missing a SC#173, so this will fill the hole!

My old Scott 2004 catalogue shows both designs (A44-#173 and A53-#200 & #224) as identical, with the word "postage" below the vignette. I have a #200 as such, but this one has "Stamp Duty" in that spot, which Scott didn't illustrate anywhere for the 5p variety.
