Most programs will center the page on the sheet you specify, so you should have enough room. The image itself shouldn't be altered unless you tell the program to 'fit to page.' Also, don't use printer's marks unless you really want to see them.
EDIT: If the full A4 page doesn't fit, you can reduce the margins for the 8.5 by 11 page. This should work, though the farthest edges from the center might be trimmed.
As long as you don't select "fit to page," you should be OK.
Almost all the CDs I have seen for auction are just people reselling Steiner pages. I would ask the seller for a sample PDF. If they look like Steiner pages, I'd reach out to Bill and make sure the seller has a valid license from him.
