I did try several searches on SCF.
I could not come up with anything.

Any advice on removing them from a somewhat valuable
plate block. Thought if they were removed, it would give the
block a better appearance.

Thank you jogil,
I was able to find some information.
According to one article there was a shortage
of metal during the war. The pins would wear down
and not get replaced. That is why these are common to
see during the "1938 Presidential Series" or called the
prexies series.
I would guess from what I read, I should leave them alone!

I agree with jogil. Also, I have never attempted to remove a blind perf - I think you will damage the surrounding paper. Just my two cents.

I wouldn`t remove them myself, unless you just can`t stand them. If you intend the sell the block, let the buyer worry about removing them (a better step than cursing yourself for botching the job.)

Woops! Our posts crossed. That metal shortage story may or may not be true - I do not collect anything but the Transportation Coils which started in 1981. And I have plenty of strips with blind perforations, so a metal shortage in WWII would not be of consequence here!

Actually, they would be the dimpled or pregnant chads. As for removing them, ask the [political party name redacted].

As soon as we saw "hanging chads" Florida, we knew.
