OK, I found this stamp in the collection I am working through. I think this is a TaxPaid from the state of New South Wales of Australia. I have decided to Poll the Audience and see what say you all? All help is appreciated.

You are correct. Several are on sale on ebay and others, not just the 2 cents, but different values. I can not find anything else on them,
