It is a postal marking and indicates that French authorities processed the letter and the GB40c is the 40 centimes amount due from the GB postal service to the French postal service.
Possible correction to what is above.... if the stamp was printed after 1881 then the GB40c was, in fact, used as an ordinary cancellation instead of the more normal A.10 or the Kingston CDS. Stamps printed before that date had the GB40c to indicate the amount due to the French service when French ships were used to take the mail to GB or Europe. I don't know the issue date of your stamp so take the above information into account.
It is an Anglo French Accountancy which was originally intended to be marked on a cover to show the amount to be credited to France for conveying mail from St. Vincent which travelled by French Ship, however this particular cancel was borrowed by a Post Office in St. Vincent to cancel stamps. it is not scarce and only worth a small premium,
