Can someone tell me what these cancels represent? I found a web page with similar cancels, but the explanation is in French. Can someone also translate or paraphrase the following for me?

Ce timbre a été utilisée sur les timbres de recouvrement. Apparemment le R signifierait "recouvrement". Souvent les timbres de recouvrement ont été pré-oblitérés avec cette marque postale.

Google translate has this : This stamp was used on stamps collection . Apparently the R means " recovery " . Often the recovery of pre- stamps were canceled with the postmark

The Google translation leaves a lot to be desired and in very stilted English.

I would translate as:

This stamp (postmark) was used on recovery stamps. Apparently the "R" would signify "recovery". Often the recovery stamps were precancelled with this postal marking.

Perhaps the original French page was written by someone not completely conversant with philatelic terms.

Thanks for the replies. I used a couple of translation sites before posting and the English was not really intelligible. Too much philatelic-related word usage, perhaps.

Here is the site I found showing the cancels. Scroll the left hand column down close to the bottom and the triangle with an R may be seen and clicked on.

What is being recovered and who or what was the recovery agency? Apparently a fee of some kind, but why would a commemorative postage stamp be used? Seems like a postage due or tax stamp would be more appropriate.

These are pre-cancelled "timbres-taxe". Catalogued at €120 by Maury.

Thanks for the response. Any idea who sold these stampsi.e,post offices, telegraph offices, registry offices?
