Yes, it is possible with some types of paper. Could you explain what you are trying to do?

very often--red is the worst, the envelope color that is. It will soak into the fibers of the stamp. If you haven't looked into this subject, check out 'grilled' stamps of the early, 1880's??. In the front of the specialized cat gives a brief explanation--hey good luck! |

I was wanting to make my own envelopes out of colored paper and was just worried if the color would leak or damage onto stamps Or could I use white printer paper to make the envelopes

If you only want to make envelopes to use in the post in the normal way in the short term it would not be a problem.
If you want to keep the envelopes you make long term that would be very different.
It would all comes down to the dyes / pigments used to colour the paper and I guess you do not have any way of sorting those out. If they have any trace of water solubility then they will probably diffuse into the stamps over time.

If you want to keep the covers for a long time you also want to consider if the paper you have chose is of archival quality. There is plenty of white and colored paper on the market that will turn brown and brittle with time. |

Read the advise above. If you make them yourself, make sure you use acid free paper. And you have to worry abut the safety of glue or tape. Much better by a long shot is to use glassines. They cost next to nothing and are safe for stamps in the long run.
