Not Austria/Hungary. The original stamp (postage due)was issued for Bosnia in 1904 after the Austrian occupation, but before the annexation. In May 1919 the new government of the Kingdom of Serbs, Croats ans Slovenes reissued it with the overprint. It could be used anywhere in the SHS but was mainly used in Bosnia.

Bamra1.

I found the base stamp initially but struggled finding that overprint. Your background provided the link I needed to get to 1LJ23 (in Scott within Yugoslavia). That one would have bugged me since I could not get past the base stamp. The top line of the Cyrillic inscription might have lead me to Yugoslavia (via the Linns Stamp Identifier) but I would not have went there without your input.

Note: Also thanks also for the follow-up on the Tonga stamp, I missed the second option having a different watermark.
