Does some body knows something about the double value of this Stamp?
It's normal in some countries to do this?

it could just be a de-valuing overprint. And yes, that happens a lot. Usually the original value is crossed out though.

Issued 14-9-1963. The surcharge is actually on an unissued stamp from a design used earlier that year. Making up for lack of available stamps of the 85c denomination, making money out of stamp collectors, or both.

The country of Costa Rica was experiencing a big inflation jump in their currency ,they had printed stamps were the value was too low to use ,so they overprinted unused stock to a higher value .

The low values as stated above were not issued , but later used in the overprint to higher values .

So my answer above needs to be adjusted. It is fairly normal for countries to re-value stamps by overprinting them, but not necessarily for the same reasons! Sometimes they did it because they were low on certain stamps,
other times because of inflation like Costa Rica or Germany.
