It's a top row stamp, so fairly easy to plate if anybody wanted to.

Non, we are talking about "plating" your stamp. Determining what plate, and which position on that plate a stamp is printed from, is the surest way to Identify it.

Noncollector, here's a direct link to the USPCS plating page. Check out the embedded links in the table. Hopefully you can show a higher-resolution scan (800 DPI). I agree it looks like it's from the top row of plate 4 (#11).

It is a Plate 4 stamp. It is a Scott #11. None of that has changed since the first day you posted it. It isn't getting any more valuable. Sadly, while the item is in your possession, it is getting less valuable, less interesting, and less desirable.
