I'm confused about this cover. It was posted 16-11-1980 from Egypt to the US. There isn't any markings or postal tags noting it was registered, certified, or signature required. However why would they use a PS form 3849-A and hold for pickup. Anyone with an idea?

There is a blue inked something that could be read as an 'R' in the upper right hand corner?

Q/ They were not sure, so erred on the side of caution?

Q/ Foreign business mail for this company often arrived registered, so ...

Never underestimate the power of a good night's sleep!

- The holder of Box 992 (perhaps routinely) got more mail than would fit in the box.

- The overflow mail was bundled, a call slip attached, and the call slip placed in the box.

- This happened to be the top piece in the bundle.

Residential vacation hold mail is often bundled & tagged this same way.
