1c cut squar...with watermark.I'm not sure .. this is design U69,U298.??? what is the value..

It is very hard to tell exactly what the envelope color was. A white background would have shown the contrast better, but you may be correct that this is U298. Value is probably virtually nothing, since it is just a cut square.

It looks like a U294 to me.
According to the catalog, there are no known used examples of U298.
